Scatter orientation and time

I'm scattering a bunch of people on a plan. I have three issues:
1) How can I make them all oriented to one person/object?
2) How can I offset the character alembics so that they are not all moving in perfect sync?
3) I'm using volume capture so I need the texture material to also be offset the same as the character since the textures are changing at every frame.
