No its a much bigger picture.
The idea is that lights types, objects and light materials are unified.
Under the hood every light , emisse object or material will be treated as the same light material , that includes all light specific parameters, like casting shadows, shadow color, and of course to be able to be scattered a few million times without a problem.

So like in cycles right? i mean can someone explain me what detail i am missing?

No, cycles does not have "light" specific properties on the material (!) level, like attenuation or path depth.
These parameters exists usually on the object level, like the mesh light or any other light types.

Clarisse light concept takes two weakspot and turn it into a strong point.
1. Remove the problem of emissive light sampling and mesh lights, and
2. make all lights scatter-able without loosing performance.

So what they do is creating a material, which acts as a light type with all properties needed, Including sampling, path depth, shadow groups etc.
Then this material is not only available as material node, for you to place on ANY mesh (removing the need for an extra mesh light), it is also sampled clean and can be scattered. All other lights like spot and point light will also be based on that principle, though this would happend under the hood.

Well, Can cycles Scatter Millions or even Trillions of meshlight without its render time fly through the roof?

Sam, is this proposed emitter material is an EDF? Would it also allow for meshes with this material to go into the light hierarchy?
