I have a plane that I want to always face the camera around its Y axis. Is there a way to do that?

Ah. Spoke too soon.

I cannot seem to have the object only rotate around its Y axis (or world Y) to point at the camera.

Hi,

yes the orient works on all axis.
You can do it with an expression with old fashion trigonometry, but you need to be aware that you will be able to only get the local coordinates of your target with expression.
